Case Study: Flare Management Plan

The Opportunity:

A major United States refinery, with a significantly high Nelson Complexity Index rating, had nine flare stacks and multiple engineering contractors working within the facility which made managing their flare design and documentation a challenge.

Our Solution:

Smith & Burgess developed a flare management plan that provided guidance on how to maintain its flare system documentation, that included: what triggers an update, what needs to be updated, at which part of the project’s process the documentation needs to be reanalyzed, alternate flare lineup scenarios, unit turndown rates, when the results need to be accepted for final documentation, change log and revision control. This plan also provides guidance on what needs to be updated depending on what changes are proposed.

The Results:

With the flare management plan in place, guidelines were implemented so that the refinery was able to make informed decisions with improved confidence. As a result, data accessibility was consolidated so that multiple users were able to use consistent flare information.
